For example, when creating a new budget pacer, you can only select one campaign type per budget. I'd like the option to define complex campaign filters, such as selecting several campaign types or combining campaign types with campaign name filters.

This is applicable to:

1. Budget and target monitoring
2. Auto-apply tasks where campaign filter can be applied (shared negative lists, placement exclusions, etc.)
3. Performance monitoring when creating new campaign-level monitors
